Vision Statement

Important to recognize “alternative” fuels as part of their contribution to a sustainable transportation system. Same for advanced vehicle technology.
        Does not necessarily need to be included in “Vision”, but included in planning.
 
What is the timeline? So instead “ME is a place that offers its residents…”—need a place to get to, a concrete goal. Also, “The system provides healthy…”.
 
Transportation demand management and land use planning should be included?
 
Emphasize a “diverse” and “equitable” system (between and among modes).
 
“Convenience” is important.
Right now, it takes Bob an hour to get into town if he takes the bus from one town away, major difficulties if he misses the bus.
 
“Safe” must also be included for any mode. (Or the allusion there of…)
 
Concerns about the term “Sustainable economical” because vague. Affordable is a more appropriate phrase.
 
Should focus on end goal instead of phased approach.  “Ultimate vision”
 
Maine should offer “all” residents, not just “its” residents: to reflect the differentiated needs between rural and urban citizens. Or “connects residents statewide with different modes…”
        Replace residents with “People” to reflect needs of both residents AND visitors.
 
Action Plans
 
1. Identify barriers
 
2. Ensure that existing alternatives can maintain current capacity
 
3. Complete infrastructure so that there are opportunities for different choices around the transportation system.

a. Does the current transportation system match up with the complete road system?

No. Must extend sidewalks, bike paths, and rails.

4. Creative Solutions to complex problems

a. `eg. Tracking of buses—predictable travel.

5. Develop new funding sources

6. Ensure future equitable funding between transportation methods. We recognize that this may require changes to current legislation.
 
7. Transit-Oriented Land Use Planning:

a. Require regional planning in order to facilitate communication and collaboration between communities.

8. Education on all costs and benefits of each mode of transportation.
 
9. Identify opportunities to eliminate inefficiencies in current system to redirect funding and infrastructure toward alternative modes of transportation.
 
10. Increased coordination between different modes and providers (consolidation)
 
11. Outreach and education: A CAMPAIGN
 
12. Implement existing plans
 
13. Expand CNG fueling, electric, and non-gasoline sources/stations statewide
 
14. Make hitchhiking safe!
 
15. ****Create a trust or entity comparable to Efficiency Maine for transportation so that the funding and statewide prioritization is fixed for the long-term.
 
Identifying barriers should be the greatest priority, followed closely by assessing and implementing existing plans.
 
Next is education and analysis of costs and benefits of all modes of transportations.
